| 1Ho! All who thirst, go to water, and whoever has no money, go, buy and eat, and go, buy without money and without a price, wine and milk. |

אה֚וֹי כָּל־צָמֵא֙ לְכ֣וּ לַמַּ֔יִם וַֽאֲשֶׁ֥ר אֵין־ל֖וֹ כָּ֑סֶף לְכ֚וּ שִׁבְרוּ֙ וֶֽאֱכֹ֔לוּ וּלְכ֣וּ שִׁבְר֗וּ בְּלוֹא־כֶ֛סֶף וּבְל֥וֹא מְחִ֖יר יַ֥יִן וְחָלָֽב: |
| Ho! All who thirst: Heb. הוֹי. This word הוֹי is an expression of calling, inviting, and gathering, and there are many in Scripture, [e. g.,] (Zech. 2:10) “Ho! Ho! and flee from the north land.” |

בלָ֚מָּה תִשְׁקְלוּ־כֶ֙סֶף֙ בְּלוֹא־לֶ֔חֶם וִיגִיֽעֲכֶ֖ם בְּל֣וֹא לְשָׂבְעָ֑ה שִׁמְע֨וּ שָׁמ֚וֹעַ אֵלַי֙ וְאִכְלוּ־ט֔וֹב וְתִתְעַנַּ֥ג בַּדֶּ֖שֶׁן נַפְשְׁכֶֽם: |
| Why should you weigh out money: Why should you cause yourselves to weigh out money to your enemies without bread? |

למה תגרמו לכם לשקול כסף לאויביכם בלא לחם:

| 3Incline your ear and come to Me, hearken and your soul shall live, and I will make for you an everlasting covenant, the dependable mercies of David. |
|
גהַטּ֚וּ אָזְנְכֶם֙ וּלְכ֣וּ אֵלַ֔י שִׁמְע֖וּ וּתְחִ֣י נַפְשְׁכֶ֑ם וְאֶכְרְתָ֚ה לָכֶם֙ בְּרִ֣ית עוֹלָ֔ם חַסְדֵ֥י דָוִ֖ד הַנֶּאֱמָנִֽים: |
| the dependable mercies of David: For I will repay David for his mercies. |

| 4Behold, a witness to nations have I appointed him, a ruler and a commander of nations. |
|
דהֵ֛ן עֵ֥ד לְאוּמִּ֖ים נְתַתִּ֑יו נָגִ֥יד וּמְצַוֵּ֖ה לְאֻמִּֽים: |
| a witness to nations: A prince and a superior over them, and one who will reprove and testify of their ways to their faces. ([Mss., however, read:] One who reproaches them for their ways to their faces.) |

לאומים:
שר וגדול עליהם ומוכיח ומעיד דרכיהם על פניהם:

| 5Behold, a nation you do not know you shall call, and a nation that did not know you shall run to you, for the sake of the Lord your God and for the Holy One of Israel, for He glorified you. |
|
ההֵ֣ן גּ֚וֹי לֹֽא־תֵדַע֙ תִּקְרָ֔א וְג֥וֹי לֹֽא־יְדָע֖וּךָ אֵלֶ֣יךָ יָר֑וּצוּ לְמַ֙עַן֙ יְהֹוָ֣ה אֱלֹהֶ֔יךָ וְלִקְד֥וֹשׁ יִשְׂרָאֵ֖ל כִּ֥י פֵֽאֲרָֽךְ: |
| Behold, a nation you do not know you shall call: to your service, if you hearken to Me, to the name of the Lord that is called upon you. |
|
הן גוי לא תדע תקרא:
לשמושך אם אלי תשמעו לשם ה' הנקרא עליך:
|
| 6Seek the Lord when He is found, call Him when He is near. |
|
ודִּרְשׁ֥וּ יְהֹוָ֖ה בְּהִמָּצְא֑וֹ קְרָאֻ֖הוּ בִּֽהְיוֹת֥וֹ קָרֽוֹב: |
| when He is found: Before the verdict is promulgated, when He still says to you, “Seek Me.” |
|
בהמצאו:
קודם גזר דין בעוד שהוא אומר לכם דרשוני:

| 7The wicked shall give up his way, and the man of iniquity his thoughts, and he shall return to the Lord, Who shall have mercy upon him, and to our God, for He will freely pardon. |
|
זיַֽעֲזֹ֚ב רָשָׁע֙ דַּרְכּ֔וֹ וְאִ֥ישׁ אָ֖וֶן מַחְשְׁבֹתָ֑יו וְיָשֹׁ֚ב אֶל־יְהֹוָה֙ וִירַֽחֲמֵ֔הוּ וְאֶל־אֱלֹהֵ֖ינוּ כִּֽי־יַרְבֶּ֥ה לִסְלֽוֹחַ: |
| 8"For My thoughts are not your thoughts, neither are your ways My ways," says the Lord. |
|
חכִּ֣י לֹ֚א מַחְשְׁבוֹתַי֙ מַחְשְׁב֣וֹתֵיכֶ֔ם וְלֹ֥א דַרְכֵיכֶ֖ם דְּרָכָ֑י נְאֻ֖ם יְהֹוָֽה: |
| For My thoughts are not your thoughts: Mine and yours are not the same; therefore, I say to you, “The wicked shall give up his way,” and adopt My way… |
|
כי לא מחשבותי מחשבותיכם:
אין שלי ושלכם שוות לכך אני אומר לכם יעזוב רשע דרכו ויתפוש את דרכי:
|
| “and a man of iniquity his thoughts”: and adopt My thoughts, to do what is good in My eyes. And the Midrash Aggadah (Tanhuma Buber, Vayeshev 11 explains:) |
|
ואיש און מחשבותיו:
ויתפוש את מחשבותי לעשות הטוב בעיני, ומדרש אגדה:
|
| For My thoughts are not, etc.: My laws are not like the laws of man [lit. flesh and blood]. As for you, whoever confesses in judgment is found guilty, but, as for Me, whoever confesses and gives up his evil way, is granted clemency (Proverbs 28:13). |
|
כי לא מחשבותי וגו':
אין דיני כדיני בשר ודם אתם מי שמודה בדין מתחייב אבל אני מודה ועוזב ירוחם (משלי כה):

| 9"As the heavens are higher than the earth, so are My ways higher than your ways and My thoughts [higher] than your thoughts. |
|
טכִּי־גָֽבְה֥וּ שָׁמַ֖יִם מֵאָ֑רֶץ כֵּ֣ן גָּֽבְה֚וּ דְרָכַי֙ מִדַּרְכֵיכֶ֔ם וּמַחְשְׁבֹתַ֖י מִמַּחְשְׁבֹֽתֵיכֶֽם: |
| As the heavens are higher, etc.: That is to say that there is a distinction and a difference, advantages and superiority in My ways more than your ways and in My thoughts more than your thoughts, as the heavens are higher than the earth; you are intent upon rebelling against Me, whereas I am intent upon bringing you back. |
|
כי גבהו שמים וגו':
כלומר כי יש הבדל וחילוק מעלות ושבח בדרכי יותר מדרכיכ' ובמחשבותי יותר ממחשבותיכם כגבוה שמים על הארץ אתם נותנים לב למרוד בי ואני נותן לב להשיב אתכם:

| 10For, just as the rain and the snow fall from the heavens, and it does not return there, unless it has satiated the earth and fructified it and furthered its growth, and has given seed to the sower and bread to the eater, |
|
יכִּ֡י כַּֽאֲשֶׁ֣ר יֵרֵד֩ הַגֶּ֨שֶׁם וְהַשֶּׁ֜לֶג מִן־הַשָּׁמַ֗יִם וְשָׁ֙מָּה֙ לֹ֣א יָשׁ֔וּב כִּי אִם־הִרְוָ֣ה אֶת־הָאָ֔רֶץ וְהֽוֹלִידָ֖הּ וְהִצְמִיחָ֑הּ וְנָ֚תַן זֶ֙רַע֙ לַזֹּרֵ֔עַ וְלֶ֖חֶם לָֽאֹכֵֽל: |
| For, just as the rain and the snow fall: and do not return empty, but do good for you. |
|
כי כאשר ירד הגשם והשלג:
ולא ישוב ריקם אך ייטיב לעולם:
|
| 11so shall be My word that emanates from My mouth; it shall not return to Me empty, unless it has done what I desire and has made prosperous the one to whom I sent it. |
|
יאכֵּ֣ן יִֽהְיֶ֚ה דְבָרִי֙ אֲשֶׁ֣ר יֵצֵ֣א מִפִּ֔י לֹֽא־יָשׁ֥וּב אֵלַ֖י רֵיקָ֑ם כִּ֚י אִם־עָשָׂה֙ אֶת־אֲשֶׁ֣ר חָפַ֔צְתִּי וְהִצְלִ֖יחַ אֲשֶׁ֥ר שְׁלַחְתִּֽיו: |
| so shall be My word that emanates from My mouth: to inform you through the prophets, will not return empty, but will do good to you if you heed them. |
|
כן יהיה דברי אשר יצא מפי:
להודיעכם ע"י הנביאים לא ישוב ריקם אך ייטיב לכם אם תשמעו להם:
|
| 12For with joy shall you go forth, and with peace shall you be brought; the mountains and the hills shall burst into song before you, and all the trees of the field shall clap hands. |
|
יבכִּֽי־בְשִׂמְחָ֣ה תֵצֵ֔אוּ וּבְשָׁל֖וֹם תּֽוּבָל֑וּן הֶֽהָרִ֣ים וְהַגְּבָע֗וֹת יִפְצְח֚וּ לִפְנֵיכֶם֙ רִנָּ֔ה וְכָל־עֲצֵ֥י הַשָּׂדֶ֖ה יִמְחֲאוּ־כָֽף: |
| For with joy shall you go forth: from the exile. |
|
כי בשמחה תצאו:
מן הגלות:
|
| the mountains and the hills shall burst into song before you: for they will give you their fruit and their plants, and their inhabitants shall derive benefit. ([Some editions read:] And their inhabitants shall sing.) |
|
ההרים והגבעות יפצחו לפניכם רנה:
שיתנו לכם פריים וצמחם ויהנו (ירוננו) יושביהם:

| 13Instead of the briar, a cypress shall rise, and instead of the nettle, a myrtle shall rise, and it shall be for the Lord as a name, as an everlasting sign, which shall not be discontinued." |
|
יגתַּ֚חַת הַֽנַּֽעֲצוּץ֙ יַֽעֲלֶ֣ה בְר֔וֹשׁ וְתַ֥חַת (כתיב תַ֥חַת) הַסִּרְפָּ֖ד יַֽעֲלֶ֣ה הֲדַ֑ס וְהָיָ֚ה לַֽיהֹוָה֙ לְשֵׁ֔ם לְא֥וֹת עוֹלָ֖ם לֹ֥א יִכָּרֵֽת: |
| Instead of the briar, etc.: Our Rabbis expounded [Targum Jonathan]: Instead of the wicked, righteous people shall arise. |
|
תחת הנעצוץ וגו':
רבותינו דרשו תחת הרשעים יעלו צדיקים:
|
| briar… and… nettle: They are species of thorns; i.e., to say that the wicked will be destroyed and the righteous will take their rule. |

וסרפד מיני קוצים הם כלומר הרשעים יאבדו והצדיקים יטלו ממשלתם:
